Officer Felty escaped harm from a sniper’s bullet on November 27, 1978, because he was wearing his Second Chance® vest. At about 3 a.m. in an industrial park area, Felty felt something hit his cruiser and stopped to investigate. As he exited his police unit he heard gunfire. Simultaneously, he was struck in the back. At the hospital for a routine check, the bullet, believed to be a .22LR, was found lodged in his vest.
