According to Officer Rowe, he could feel the blade hitting his lower chest. Luckily, it was guarded by his Second Chance® vest. Rowe was attempting to restrain a juvenile subject and she began to attack Rowe, two other officers and her own father. Results of the struggle were miscellaneous lacerations including four tears to Rowe’s jacket where the knife had been repelled by his vest.
