Sunday’s in Harris County, Texas were normally quiet and peaceful. However, on November 13, 1978, that changed for Officer Thomas Welch. While directing traffic on a busy road after church, Welch was struck by a driver in a Corolla going 55 MPH. Welch was thrown nearly 80 feet down the road, picking up cuts bruises and abrasions after sustaining a compound fracture of the right leg on impact. Hospital x-rays showed no damage to the area of body protected by his Second Chance® vest.
