Trooper Quick stopped a vehicle for running a red light. At the time he stopped the vehicle, he did not know that the vehicle was stolen. As Quick approached the driver’s side of the vehicle, the driver shot him twice. One round hit Quick in the hand and the second hit him in the chest and was stopped by his vest.
