Officer Phalen was searching for an intoxicated individual in a parking garage when a motorist who was travelling in the wrong direction almost hit him. He steered his patrol bicycle away from the collision but was thrown from the bike and hit a sign post. His armor was cut through several layers but protected his torso from severe injury.
