While on a neighborhood patrol, Officer Hoar was stopped by a local resident. Apparently the resident saw someone break in to another neighbor’s car and the suspect was still there. Hoar approached the car from the driver’s side to see a male laying on the front seat working on something under the dashboard. Hoar drew his weapon and ordered the suspect to remain still. In one fluid motion, the young man started to exit out of the passenger window. He was about halfway out when Hoar reached the other side. The suspect came around with a “dent puller” spiking Hoar in the chest. Hoar came down with his weapon knocking the suspect out cold. The weapon pushed through Hoar’s jacket, but not his Second Chance® vest.
