Ritter was patrolling a railroad right-of-way when he noticed a suspicious male in a restricted area. He chased the subject and thought he had fled the area. As Ritter walked around a fuel storage tank he felt a gun being shoved into his ribs and felt the bite of a .38 special SWC round. Ritter went down to his knees. Realizing he was still alive, he drew his weapon and returned fire. His assailant leaped over a fence and made a good escape.
