Officer Hultgren was side-by-side with the driver of the car he was pursuing. Just as Hultgren was about to make a moving road block, he was forced off the road by the other vehicle. Hultgren lost control of his car as it left the road clipping a guard rail and striking a bridge abutment. The sudden stop impacted Hultgren into his steering wheel and column. His Second Chance® vest prevented him from receiving severe trauma to his chest
