Officer Bruner was directing traffic at a scene of an injury accident when he was struck by a tractor-trailer driver who was apparently gawking instead of watching where he was going. Dr. Scott, attending physician, stated that Bruner “would have had a far more significant injury to his vital organs should he not have worn his (Second Chance®) vest.
