Higgins was one of two officers responding to a “robbery-in-progress” call at a local liquor store. They met the gunman on his way out of the store. The robber pulled his .38 from his pocket and started shooting. Both officers returned fire. Higgins was hit in the shoulder with a second round bouncing off the back panel of his concealed Second Chance® Monarch IIA+ armor. The shooter died at the scene.
