Officer Roche was deploying “Stop Sticks” when one of the two stolen cars he was attempting to stop deliberately ran into him. The striking vehicle was “clocked timed” at 107MPH. The impact ripped Roche’s shirt and body armor from his torso. Chief Negley states, “his (Monarch IIA) prevented chest and internal injuries and more probably saved his life”
