When Officer Kmatz attempted to pull the subject from his vehicle after refusing to exit, the driver started up his car and drove off with Kmatz’s grip still on him. His duty belt was hung up on the vehicle and was dragged over 250-feet while the driver tried to get rid of his “outside” passenger by striking garbage cans, a street sign, even taking out a mailbox and cement post with the officers body. Kmatz grabbed the steering wheel forcing the car into a wall where Kmatz was thrown free. The driver jumped out and ran with Kmatz in pursuit, catching him and placing him under arrest. Kmatz was wearing a Monarch IIIA Second Chance® unit of body armor at the time of this incident.
