On the morning of August 6, 1977, Officer Hailey was working a one-man car in the Central Business District when he observed a subject walking in a near-catatonic state down the street. Upon attempting to stop the subject, a scuffle ensued and the subject grabbed Hailey’s service revolver and fired six .38+P bullets, all of which struck Hailey, before assisting officers arrived on the scene and killed the perpetrator.
